Chief Adebayo A. Adelabu (Chairman)

Honourable Minister of Power

Adebayo Adelabu (born 28 September 1970) is a former deputy governor, operations of the Central Bank of Nigeria and currently serving as the federal minister of power of Nigeria. And 2019 Oyo State gubernatorial candidate for the All Progressives Congress

Adelabu received a first class degree in Accounting from Obafemi Awolowo University, Ile-Ife. He is a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN), a Fellow of Chartered Institute of Bankers of Nigeria and an Associate Member of the Institute of Directors of Nigeria and the United Kingdom. Adelabu has also taken up professional courses in various business schools, including Harvard, Stanford, Wharton, Columbia, Kelloggs, Euromoney, and the University of London.

Adelabu serves as the Chairman, Board of Directors of the Nigeria InterBank Settlement Systems (NIBBS) and has chaired the board of Financial Institution Training Centre (FITC). He is also a serving member of the Board of Federal Inland Revenue Services (FIRS), Nigeria Security Printing and Minting Company (NSPMC), the Assets Management Corporation of Nigeria (AMCON) and the Nigeria Incentive-Based Risk-Sharing System for Agricultural Lending (NIRSAL).

 

Adebayo Olawale Edun (Vice Chairman)

Honourable Minister of  Finance and Coordinating Minister of Economy

Chief Adebayo Olawale Edun, commonly known as Wale Edun, is a Nigerian economist, investment banker and politician who is the minister of finance and coordinating minister of the economy since August 2023. He was appointed the Chairman of the African Governors’ Forum of the World Bank in 2023. He is the first Nigerian to occupy this position in 60 years.

From 1980 to 1986, Edun worked at Chase Merchant Bank (later Continental) in Lagos, Nigeria. He joined the World Bank in September 1986 through the elite Young Professionals program, where he worked on economic and financial packages for several countries in Latin America and the Caribbean. In 1989, he co-founded Investment Banking & Trust Company Limited (now Stanbic IBTC) and served as executive director. In 1994, he founded Denham Management Limited, which has since become the Chapelhill Denham Group; he served as chairman there from 2008 to 2021.

He was the chairman of the governing council and the board of trustees of the Trust Fund for the Hydrocarbon Pollution Remediation Project (HYPREP) for the implementation of the United Nations Environmental Report (UNEP) on Ogoniland.

On 16 August 2023, President Bola Tinubu appointed him minister of finance and coordinating minister of the economy. He was sworn in on 21 August 2023.

 Ms. Patience Oniha (Member)

Director-General - DMO

Ms. Oniha began her career at Icon Limited Merchant Bankers in 1986, where she rose to the position of a Manager, before joining First Securities Discount House Limited (now FSDH Merchant Bank Ltd.) in 1992. She rose to the position of General Manager/Director before joining Ecobank Nigeria Limited in 2000. Between 2004 – 2008, Ms. Oniha was in Standard Chartered Bank Nigeria Ltd. as a General Manager.

After a fulfilling career in the banking sector spanning over 22 years, Ms. Oniha made a career move to the public sectors when she joined the DMO in 2008 as Director, Market Development Department. In this capacity, Ms. Oniha brought her banking experience to bear on various aspects of the DMO’s activities. Ms. Oniha obtained a B.Sc. Economics, First Class Honours from the University of Benin in 1983 and went on to earn an M.Sc. Finance from the University of Lagos in 1985. She is also a member of the Institute of Chartered Accountants of Nigeria in 1990 and a Fellow in 2008. She is also an Associate Member of the Chartered Institute of Taxation of Nigeria.

 Mr. Ayodeji Ariyo Gbeleji (Member)

Director-General - BPE

Mr. Gbeleyi brings experience to his new role, having established himself as a financial expert and an award-winning chartered accountant.  

His professional credentials include fellowships at both the Institute of Chartered Accountants of Nigeria (ICAN) and the Chartered Institute of Taxation of Nigeria (CITN).  

  • His academic and executive training spans globally recognized institutions, including the London Business School, Harvard Kennedy School of Government, and Lagos Business School. 
  • With over 30 years of post-qualification experience, Mr. Gbeleyi’s career encompasses a wide range of sectors such as manufacturing, fast-moving consumer goods (FMCG), investment and commercial banking, project finance, telecommunications, infrastructure, and public administration.  
  • His previous roles include serving as the Board Chairman of the Federal Mortgage Bank of Nigeria (FMBN) and as the Commissioner of Finance in Lagos State from 2013 to 2015.

 

Mojoyinoluwa Dekalu-Thomas (Member)

Managing Director, NELMCO

Mojoyinoluwa Dekalu-Thomas has over twenty-two years international, progressive management experience gained from working in executive management positions the UK, Germany, Belgium, South Africa and Nigeria and in diverse industries including Legal, Oil and Gas, Telecommunications, Financial Services and Technology. She holds an LL.B (Hons.) from the University of Buckingham and a Post Graduate in International Relations from the University of Kent at Canterbury, UK. Her areas of expertise include: Strategy Development and Implementation, Programme and Project Management, Risk Management, Stakeholder and Third Party Management, Budget Forecasting and Management, Business Development, Resource Management, Process Development and Re-engineering, Change Management and Financial Analysis.

Before joining NELMCO she held senior management positions in national and multinational companies. In Europe, she held roles focusing primarily on high level, high skilled, full cycle Programme/Project Management and Implementation of multi million Euro infrastructure development projects/programmes in Financial Services and Technology companies. In Africa her previous roles include Company Secretary/Head of Legal Services/Operations & Projects, Group Head Strategy/PMO/HR & Admin and Programme Director in a variety of industry sectors.

She has attended several wide-ranging training courses in Africa, Europe and the US and is a certified PRINCE2 and MSP Practitioner.

 

Mr. Joel Dimla (Member)

Executive Director, Liability Management

Dimla Joel Nchinney is a product of political economy with in-depth knowledge in human resource practices, management sciences and strategic thinking. Above these, Dimla Joel Nchinney Is highly empathy driven in his daily dealings with man and society.

He was the chief of staff to the Hon. Minister of State, Power, in the Muhammadu Buhari regime from August 22, 2019 to May 26, 2023. In this capacity, he coordinated the activities of all the agencies in the ministry under the Honourable Minster of State, Power; viz:

  • The Rural Electrification Agency (REA)
  • National Power Training Institute of Nigeria (NAPTIN)
  • Nigeria Electricity Management Services Agency (NEMSA); and,
  • Training and Capacity Development in the Ministry.

He consulted frequently with the MDs/CEOs of these agencies to ensure that the Honourable Minister of State was effectively briefed and made conversant with the issues bordering on the respective mandates of the agencies under his schedule. He also liaised with the Top Management Staff of the Ministry of Power to ensure that effective training and staff development was undertaken. As the Chief of Staff, Dimla coordinated the activities of all the staff working for the Honourable Minister of State, Power, managed the inflow of information in the office of the Honourable Minister of State, and protected the interest of the Honorable Minister of State, Power.

Prior to the above, Dimla Joel Nchinney had worked in the Nigerian National Petroleum Corporation (now Nigerian National Petroleum Company Limited). He left the corporation in July 31, 2018 on retirement, as the General Manager, Shipping and Terminals in the Crude Oil Marketing Division. While in NNPC, Dimla had served as the Deputy Manager, Employee Relations and also as a Training Officer in the Group Training Department of the Nigerian National Petroleum Corporation.

Dimla Joel Nchinney is currently undertaking a Ph.D. degree in Defence and Security Studies in the Kaduna Defence Academy. He has an M.Sc. in Political Economy from the University of Maiduguri and B.Sc. (Hons) Political Science from Ahmadu Bello University, Samaru, Zaria. He has expert knowledge in scientific research methodology. He is a Chartered Mediator and Conciliator with excellent listening ability. He also has expert knowledge in Management and Planning and sponsors the practice of Team Building in the work environment. He is fluent in written and spoken English Language.

He was appointed by the President of the Federal Republic of Nigeria as the Executive Director, Liability, in the Nigeria Electricity Liability Management Company Limited on August 25, 2023.

 

Hon. Engr. Joseph Asuku Bello (Member)

Executive Director, Asset Management

 Hon. Engr. Joseph Asuku Bello is a distinguished Civil Engineer and seasoned leader with over two decades of expertise in construction management, asset optimization, and public service. He currently serves as the Executive Director, Asset Management, and a Board Member at the Nigerian Electricity Liability Management Company (NELMCO). In this role, he spearheads the efficient restructuring and integration of stranded electricity sector non-core assets into Nigeria’s power infrastructure.

His strategic leadership has been pivotal in driving asset optimization, and contributing to Nigeria’s electricity sector reforms.

Hon. Bello brings a wealth of legislative experience, having served as a Member of the House of Representatives, where he championed policies and legislation focused on infrastructure development, occupational safety, and economic growth. His ability to bridge technical expertise with policymaking has established him as a trusted advisor and thought leader in Nigeria’s public and private sectors.

Prior to his current role at NELMCO, Hon. Bello served as the Managing Director/CEO of a reputable construction company, delivering large-scale projects that adhered to global safety and quality standards. His dedication to safety and regulatory compliance has been a cornerstone of his professional journey.

Hon. Bello holds a Master’s Degree in Construction Management from Loughborough University, UK, and a Bachelor’s Degree in Civil Engineering from the Federal University of Technology, Minna, Niger State. His academic foundation, coupled with his practical experience, has positioned him as a leader in the engineering and asset management fields.

As a Fellow of the Nigerian Institution of Civil Engineers, a COREN-certified engineer, and a Fellow of OSHA (Occupational Safety and Health Administration), Hon. Bello is recognized for his technical expertise and commitment to advancing engineering practices and safety standards. He is also a member of the Chartered Institute of Building (CIOB), UK, and the American Society of Civil Engineers (ASCE), USA, reflecting his global perspective on engineering and infrastructure development.

A visionary leader with a collaborative approach, Hon. Bello is passionate about fostering sustainable growth, innovation, and operational excellence.

Mr. Hassan Ibn. Yahya (Member)

Executive Director, Corporate Services, NELMCO

Mr. Hassan Ibn. Yahya is an experienced Healthcare and Operations Executive, currently serving as the Executive Director, Corporate Services and a Board Member of NELMCO. With over a decade of leadership in healthcare and corporate services, he is renowned for driving strategic growth in complex, fast-paced environments. At NELMCO, Mr. Yahya is currently overseeing the Admin/HR Unit, Finance Unit, ICT, and Public Relations Unit, where he is spearheading strategic changes to enhance service delivery.

Mr. Yahya’s expertise in patient-centered care and operational excellence has set him apart as a leader dedicated to delivering superior outcomes. His empathy, attention to detail, and innovative thinking have enabled him to lead high-performance teams, fostering a culture that values excellence and collaboration. His strategic initiatives have consistently resulted in improved organizational efficiency and satisfaction, making him a transformative figure in both healthcare and corporate operations.

In his current role at NELMCO, Mr. Yahya is driving financial stewardship and corporate service growth. Under his leadership, regional offices for North Est and Sought West regions at Oyo and Gombe states respectively, while maintaining high standards of care and staff engagement. His financial acumen, coupled with his operational expertise, has ensured NELMCO's financial stability and positioned it for sustainable growth.

A major strength of Mr. Yahya is his ability to build strong partnerships and foster collaborative relationships with key stakeholders. His leadership ensures NELMCO’s compliance with regulatory standards while continuously pushing for innovation and improved service delivery. His focus on efficiency and expansion through the creation of regional offices has strengthened NELMCO’s position as a leader in its sector.
